Have you seen this dress?

Who is this woman? I really loved her dress. It's so happy! I didn't want to ask her for a picture...I was being passive and kind of scared for some weird reason...That never happens to me...But I just really love it for some reason. I also love how she paired it with a simple tee instead of something crazy, which would have made the whole look too much.
